Signal leak - fluctuations due to non-homogeneties environment.

In this picture You can see received signal leak

This non-homogeneties is caused by different temperature layers mixed the air
thus creating a path of dynamic change of the refractive index. The refractive
index varies in different parts of the light path while dynamically change
over time.

More size of beam diameter and divergence reduce this effect.
You must find a compromise between laser power and divergence.
